Style of Government: Landed citizens can be elected to the Council. The Council is led by the three Elder Councilors.

Culture: Loyen is loosely based on the cultures of China and Japan. Respect for the elders and ancestors is paramount. This pushes the boundaries of traditional religious belief somewhat, although it is generally believed that this form of worship is symbolic in nature and not necessarily tied to specific spirits. Because they are surrounded by the ocean, the people of the Isles place more emphasis on lesser water spirits than do other cultures, and there are elaborate rituals to placate these spirits before a fishing fleet departs.
Economy: Fishing and sea trade are the backbone of the economy of the Isles, and in this they are the Eastern equivalent of the traders of Elgidom. Some farming and herding are also practiced, mostly for personal subsistence (grain crops, goats and poultry). Some exotic species (flora and fauna) are found in the jungle valleys of the Isles, and these can fetch high prices in the proper markets.
Military: Primarily naval; the Loyen navy is fast and sleek, a slimmed-down, eastern equivalent of Elgidom's naval might. Loyen's ground forces are also fast, tending to use guerrilla tactics.
Notes: There have been some border squabbles with Akelor over some of the outlying islands. Most of Loyen tends to be rough country, largely populated by farmers and small villages which do not concern themselves with the country as a whole.
The precipitation level on the Isles as a whole is very high, which leads to abundant irrigation for crops as well as some jungle valleys.
